Our client is a dynamic and growing aviation company operating in the heart of the French West Indies. Based at one of the world’s most unique and challenging airfields, they specialize in three key areas of aviation: Private Charters, MEDEVAC services, and Regular Scheduled services. These distinct services allow them to deliver a comprehensive range of aviation solutions tailored to the needs of their diverse clientele.

Position Overview:

Our client is seeking a Safety & Compliance Monitoring Manager (SCMM) who will be entrusted with developing, administering, and continuously improving both the Safety Management System (SMS) and the Compliance Monitoring Program (CMP). The SCMM ensures proactive risk management and stringent regulatory adherence across the organization. Reporting directly to the Accountable Manager, the SCMM collaborates with all personnel to foster a positive safety and compliance culture while upholding the highest standards of operational safety and regulatory compliance.

Key Responsibilities:
  • Safety Policy and Compliance Implementation: Promote and implement the safety and compliance policies throughout the organisation.
  • Direct Reporting to Accountable Manager: Ensure timely communication regarding all safety and compliance-related matters.
  • Hazard Identification, Risk Management, and Compliance Monitoring: Assist in identifying hazards, assessing risks, managing them effectively, and ensuring compliance with regulatory requirements.
  • Monitoring of Risk Mitigation Measures and Compliance: Oversee the implementation and effectiveness of risk mitigation measures and ensure all activities meet applicable standards and regulatory requirements.
  • Periodic Safety and Compliance Performance Reporting: Provide regular safety and compliance performance reports.
  • Safety and Compliance Documentation Maintenance: Ensure all safety and compliance management documents are regularly updated.
  • Provision of Safety and Compliance Training: Ensure that safety and compliance training is available to personnel and meets regulatory standards.
  • Safety and Compliance Advice and Guidance: Provide advisory support on safety and compliance issues.
  • Internal Event Investigation and Compliance Audit Oversight: Ensure the initiation, tracking, and independent auditing of internal investigations related to safety events and compliance monitoring.
  • Exclusive Responsibility for SMS and CMP Development and Administration: Develop, administer, and update the Safety Management System (SMS) and the Compliance Monitoring Program (CMP).
  • Oversight of Contracted Maintenance Activities: Ensure compliance of all contracted maintenance activities with regulatory standards.
  • Liaison with Regulatory Authorities: Act as the primary contact with regulatory authorities, facilitating communication, audits, and submissions.
Required Qualifications and Experience:

    • CAMO: As per AMC1 CAMO.A.200(a)(1), CAMO.A.305(a)(5), AMC1 CAMO.A.305(a)(4);(a)(5)
    • AMO: As per: 145.A.30
  2. Experience:

    • AMO: As per: 145.A.30
  3. Skills and Competencies:
    • Thorough understanding of ICAO standards, EASA regulations, and EU SMS requirements.
    • Proficiency in safety investigation techniques, compliance auditing, and knowledge of human factors in aviation.
    • Strong data management, analytical, and problem-solving skills.
    • Exceptional communication and interpersonal skills.
  4. Additional Requirements:
    • Ability to maintain independence in safety investigations, compliance audits, and regulatory reporting.
    • Proficient in SMS and CMP documentation, safety-related record-keeping, and regulatory reporting.
    • Proficiency in English and French (written and spoken).
    • The right to live and work in France
